I was made aware of admin/notes/bzr for the first time recently. To
avoid duplicating information with the BzrForEmacsDevs wiki page, I'd
suggest moving the content into the wiki page and deleting the file.

However, since we're moving to git, what I'd really suggest is moving
relevant information to GitForEmacsDevs and deleting the file.
