Indeed, I pushed for chess.el to become a part of ELPA around 2014. That was when I last went on a crusade to eliminate as many small bugs as I could find. I informed John about this move, actually several times. However, we never actively removed any other repos, so apparently johnwiegley/emacs-chess from github accumulated some stuff over time which IMO always should have been merged to ELPA. I guess its my fault that I didn't manually track these patches.
