The point is that some developers find the very need to make the choice (eg, having to parse #ifdefs that refer to Windows-related code) annoying, and would like to remove that support entirely from the code. You can't have "both in and out", and "in then out then in then out" would make Emacs a laughingstock (not to mention being even more annoying all around than parsing #ifdefs); someone must concede.
