Hello,
Included below is the latest version of rcirc.el, an emacs irc client,
which I am the sole author of. I have submitted copyright assignment
papers, which have been received by the FSF. I would like to offer
this code for inclusion in the next version of emacs, and would
appreciate any feedback.

Depends on how many irc packages for Emacs are flying around and how
farspread rcirc.el is.
If it is distributed as rcirc.el widely elsewhere, it might be
confusing if it were included under a different name in Emacs.

I think it's best if the packages keep their names when they get integrated,
unless the name poses a real problem (such as PCL-CVS's file names getting
collisions when reduced to 8+3 chars).

I think it's best if the packages keep their names when they get integrated,
unless the name poses a real problem (such as PCL-CVS's file names getting
collisions when reduced to 8+3 chars).
I do think that users should be able to start an irc session with M-x
irc. We can do that without renaming everything.

I think it depends a lot on exactly what the name is, and the package's history.
For packages with an independent history before being integrated, it
makes sense to keep the name, because people know it by that already,
and keeping the old name makes it clear that it was _that_ package
which now is part of emacs (this is especially useful if it will
continue to be independently distributed).
Also, for packages with "ideosyncratic" behavior -- including cases
where there really is no obvious "expected" behavior -- it makes sense
to keep a slightly unique name, because that leaves room for later
additions with different behavior.
But for packages with no significant independent history, which
perform a fairly generic function in "the obvious way", calling every
function "joes-great-foo-mode-asdf" instead of just "foo-asdf" is
simply noise.

We can provide an `irc' alias without any problem, indeed. It doesn't have
much to do with renaming or not.

Sure. Since IIUC there are other IRC clients for Emacs out there, it makes
sense to be careful. Maybe none of them already use the name `irc', but you
never know. Furthermore, even without a long history, it
introduces confusion.

I think the basic entry points (and their aliases) at least should get
autoload cookies.

More like
;;;###autoload (unless (fboundb 'irc) (defalias 'irc 'rcirc))
However, it does not make sense to conditionalize the autoload, since
it concerns the state of a virgin Emacs. So either we decide that a
virgin Emacs maps irc to rcirc, in which case we should write just
;;;###autoload (defalias 'irc 'rcirc)
or we decide that it doesn't, in which case we would not want to have
the alias at all.
Richard mentioned that maybe ERC would be installed as well. Then we
should definitely decide which client, if any, should be available as
"irc".

To minimize confusion, I think it makes sense to keep the original
package name.

It's a known problem. If one moves the definition of
with-rcirc-process-buffer up above the first usage, it will work.

OK, I will expand this. It works with any irc server.

It is well tested under both 21.3 and emacs-cvs (22). I'll update
this text, or should I just remove it?

We prefer the eval-when-compile form whenever possible.
The best way to find out is probably just to try it and look
at the byte compiler warnings (I think it warns if CL functions
are called at run-time).

AFAICT, `member-if' and `delete-if' are the only cl.el functions used.
Another compile warning I saw was the use of the obsolete function
`read-input'. You probably want `read-string' instead. There is
also a `format' call with the wrong number of args. And a few very
long lines.

Also, when I look around for Emacs packages, a problem I often encounter is
that there are several packages solving the same problem and there's no easy
way to know how they relate.
So please, add a blurb explaining how it compares to other Emacs
IRC clients.

There is no point maintaining support for old Emacs versions
in a file distributed with Emacs. So how about deleting
the code that supports old versions--for simplicity's sake.

A copyright assignment to the Free Software Foundation is required for
stuff that is supposed to be contributed to Emacs proper.
I'll send you a request form. Strange that the persons you discussed

get sent forms which you have to read and sign and send back), posting
rcirc.el on the Emacs developer list and asking for inclusion would be
the right course. Alternatively, if you want to maintain it yourself
and actively, you can after completion of the assignment procedure ask
for CVS write access to Emacs. Even if you are going to maintain the
stuff in CVS yourself, you might want others to do the initial
check-in so that it lands in the proper place.
