It comes from the ELPA repository:

  http://git.savannah.gnu.org/cgit/emacs/elpa.git/tree/packages/ascii-art-to-unicode/NEWS

The code generating the HTML page is looking for a file named "News",
"News.rst", "News.md" or "News.org".
