That number looks surprisingly low to me. Maybe it's because some limitation on the tagging system or because Gnus is a bit of a "transversal" package, like Org and Calc. OTOH, I expect that almost all commands defined in packages such as C-Mode (and almost every other programming mode) are mode-specific.
