FWIW, the xdgdirs program:

 http://www.gnuvola.org/software/xdgdirs/

outputs Emacs-‘read’able alists by consulting the specified env vars.
It's used (if found at runtime) by GNU Alive, currently, and will be
likewise used by GNU Serveez starting w/ the next release.
