* emacs-lisp/byte-opt.el: Set `binding-is-magic' property on a few
symbols.
(byte-compile-side-effect-free-dynamically-safe-ops): New
defconst.
(byte-optimize-lapcode): Remove bindings that are not referenced
and certainly will not effect through dynamic scoping.
