Perhaps you can kill two birds w/ one stone and do the work under
another version control system, one that supports using a local
repo to incrementally commit, exercising the new repo-specific vc
code in the process.  Then, when everything is presentable, squash
the local changes into one commit for cvs.

That's more work, but you get some side-benefit as well.
