Using emacs from the development repo, the command scroll-bar-mode does
not remove the scroll bar despite emitting a message saying it has been
disabled. Neither does setting scroll-bar-mode to either of -1 or
nil. However this does work[1]
(custom-set-variables '(scroll-bar-mode nil))
