Yes, I'll work on iconset*.el to provide this.

Silk is 4 MB unpacked.  I don't think that's wasteful considering the
benefits of a consistent, well-designed, comprehensive set of 700 icons.

As an ELPA package, it will be easy for users to install
iconset-silk.el, but it won't be installed by default.
