Everyone with a .emacs file has a configuration, but that's not what Doom, Spacemacs, etc. provide. In a sense, they forked Emacs, without forking the core code, instead providing a patch-set in Elisp form + a DSL. I agree, that distributions is the wrong term -- it's not the same as with BSD or GNU/Linux, where a distribution bundles various software into a self-sufficient form. That doesn't make sense here, as opposed to the Linux kernel, Emacs can exist on it's own. -- Philip K.
