Face remapping was announced long ago, and still not yet included
in Emacs. Is it planned to add it to Emacs in 2080?

Isn't something like below possible with face remapping?

(add-hook 'emacs-lisp-mode-hook
          (lambda ()
            (set (make-local-variable 'face-remappings)
                 '((font-lock-comment-face . bold)))))
