And most recent significant C-level features in Emacs _are_ being developed by one single person: Bidi reordering, native compilation, threads, et cetera. In many of these cases, the features are related to a subject in which only one Emacs developer specializes. If we waited for two or more people to show up, nothing would ever get done!
