Conceptually neat, but I agree with Stefan that the practical difficulties of putting the elpa packages in the trunk are too great. Those Emacs hackers interested in the elpa packages can always check out the branch separately, and we could even add a Makefile option that installs into a local directory. It doesn't have to be in the trunk.
