It's a classic emacs-devel thread with 230 messages, most of them talking about how "assoc" is a bad name for a function that deals with alists or not, all of which is 100% irrelevant for transient.el. Anyway, that's irrelevant. (Oops.) I've downloaded transient.el now, and had a skim-through, and it looks top notch. So I think putting it on ELPA is a no-brainer. But I think it makes sense to make it a core package? (I.e., put it into emacs.git.)
