Yes, I believe it's correct for all other packages and commands to follow Eglot's example and not break if the environment or exec-path are set buffer-locally. In Eglot's case, this is not a big feat, since it calls make-process in without ever changing buffers. For other packages and commands, a bit of extra care may be necessary (cf. my patch to `compile').
