A while ago, dired-do-chmod has been modified to not use an external
chmod program any longer, but directly `set-file-modes'.  Some other
pieces of code still use the variable `dired-chmod-program', and it
maybe a gain of consistency to remove it.

Files modified : dired.el, wdired.el, ange-ftp.el.
