First impressions of 28.0.90 here.  While most packages work, it seems
that quite a lot of third party packages, such as evil and SLIME, call
define-obsolete-variable-alias without a when argument.

Perhaps this removal should be reverted, or at least the packages in
NonGNU ELPA should be updated somehow?

Could you contact the upstream maintainers?
The fix is a small matter of adding the WHEN argument (if they really
can't figure out what this WHEN should be (like a release version or
a year), they can just put a nil in there (or remove the thing
altogether since it's probably a sign that it happened long enough ago
that it's of no importance any more)).

I contacted the SLIME developers, but I couldn't find an email address
for Evil.  Could someone find an email for the Evil developers, thanks?

(Or is that implementations-list@lists.ourproject.org, which is linked
from the README of Evil but seems otherwise unrelated?)
