In line with Philip's suggestion in the other message I can prepare a patch to help with the decision as to where the support should go. However if you greatly prefer the ELPA route I will wait a little bit so that people maintaining the Emacs integration on SageMath project can respond and then ask for inclusion in GNU ELPA.
