Two questions:

1. When would it make sense for this check to be triggered?

2. Who should be notified (and how) of this when this discrepancy is
   detected?

Ideally, the package authors / maintainers would be notified directly
via the GNU and NonGNU ELPA archives.  Or was your recommendation to
notify the users of the package upon install time, instead?  If former,
are there already some set of checks / tests run by the archives, where
such an additional check could be added?
