Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

In the Emacs splash screen, I am seeing the following display problem:
When I roll-over a link with the mouse, it replaces the
proportional font link with a non-proportional font rollover overlay.
These are not always the same size, and some residue can appear on the
screen.  Here is an example:

Before rollover:
