Here's a manual for the recently included rcirc IRC client.

Alex is already an Emacs developer, and I have just sent a request for a
form to assign@gnu.org.

I hope that my first attempt at Texinfo isn't too awful, and that it can
be included in Emacs as soon as the paperwork is done.
