Sorry; I was misled by the fact that the word "parallel" appears nowhere
outside of url-queue.el.

PS could we curb this trend of following up on the diffs list?

Does it matter much whether we discuss on the diff list or emacs-devel?

Not a huge amount, but I never expect to see discussion on the diffs
list. Eg I'm never going to search the archives to see if something was
discussed before, whereas I do with emacs-devel. I would configure the
diffs list to reject postings not originating from Savannah, but it may
not be possible.

That would be good, yes. I don't think it's a terrible problem, but we
shouldn't post to *-diffs. I do post occasionally, but always
by mistake.
For the elpa-diffs list, I've set the dreaded Reply-To to emacs-devel,
but it seems this was not done in the emacs-diffs. I'm not sure
Reply-To: is the right approach (when replying to those messages,
I most often only want to reply to the sender rather than to
emacs-devel).
I guess we could otherwise set a spam filter that rejects message with
"Subject: Re:".

If the problem is people replying without looking where their replies
are going, and if people want to send private replies most of the time,
then setting reply-to: emacs-devel will make things worse than they are
now.

Maybe couldn't hurt. Might just turn all discussions into private ones
though.
