It is not in the moderator's queue, so probably it was discarded by mistake. A random idea: maybe the messages containing certain special strings could be automatically approved. Things like "In GNU Emacs" and "Important settings". Or even add some sort of magical pass-through string to the messages generated by report-emacs-bug, which the developers could add to the messages they send to the list too.
