By default, ELPA will check for the following files to exist in order:

- "NEWS",
- "NEWS.rst",
- "NEWS.md" (which is converted to HTML where needed),
- "NEWS.org" (which is converted to HTML or ASCII where needed)

Alternatively, your main file can have a "News" header (see my "setup"
package for an example I can recall on the top of my head) instead of a
separate file.

If you want to use some other file, that is fine as well, but I'll just
have to update the package specification to indicate what file to use.
