Do you have those resources locally, and in the right places?  That
would definitely explain what you're seeing if you don't, because the
base URL would be your local file, and all of the hrefs will be
computed relative to that.

Try viewing them at W3C with a browser that has "Save as Web Page
(Complete)" capability, save it that way, and point Emacs at that,
perhaps after setting `default-directory' appropriately.
