Interesting -- it is version-controlled, in both the Emacs and the Org Mode repositories: Emacs: doc/misc/org.texi Org Mode: doc/org.texi (Currently, in the former it is the Org Mode 9.5 manual and in the latter it is the Org Mode 9.6 manual.) Since it exists in both repositories, and is presumably part of the synchronization (even if only implicitly, by being regenerated independently on both sides after its sources are synchronized), maybe it should still be mentioned?
