One small issue. I have

make --version
GNU Make 4.3
Built for x86_64-pc-linux-gnu

which gives me:

touch -t 197001010000 emacs-lisp/macroexp.elc
make[2]: emacs-lisp/macroexp.elc: Timestamp out of range; substituting 2514-05-30 03:53:03.999999999

Using '197101010000' instead causes no diagnostics.
