Would it do any harm to refer to it from README as well? I don't think that it is easier to miss the INSTALL.REPO mention than any other part of INSTALL, so mentioning it on README seems like unnecessarily complicating things, moreover when you are supposed to go to INSTALL.REPO from INSTALL, not from README.
