On several occasions I have built texinfo from scratch, which invariably broke dpkg, so I had to move the GNU version of install-info out of the way. A quick look at the Info page for GNU install-info and the man page for Debian install-info suggests they have further diverged. :-( Usually Debian is very careful to respect the upstream sources and practices, so I jumped to the conclusion that GNU recognized a good thing when it saw it, and decided to provide the same capability to all Info users and admins.
