I have no way to know for certain, but until now I thought that Emacs.app supports SVG on MacOS via librsvg, the same way it does on GNUstep platforms. Perhaps the OP's librsvg installation was broken/incomplete or something else... Anyway, personally I only care that it keeps working on GNUstep.
