I just noticed:

$ ldd ~/bin/bloody-emacs | grep expat
	libexpat.so.1 => /usr/lib/libexpat.so.1 (0xf6ed5000)

so perhaps you could write C bindings to libexpat and port xsltproc and
trang (or the desired subset of their functionality) to Emacs Lisp.
