This has been discussed in https://lists.gnu.org/archive/html/emacs-devel/2020-10/msg01736.html
for security concern about collaborative editing.
However those parameters seem only for making an SSL client process.
Is it possible/desirable to let Emacs also possible to function as an SSL server?

Yes and yes (at the very least it would let us eliminate the need for
gnutls-serv in our test suite). I suspect we donʼt expose all the
infrastructure needed to do it, so it would require C-level changes.
