I've re-formatted your code so that it better shows what you did there:
(setq-default tab-bar-format tab-bar-format-menu-bar
tab-bar-format-history tab-bar-format-tabs
tab-bar-separator tab-bar-format-add-tab
tab-bar-separator tab-bar-format-align-right
tab-bar-format-global nil)
Like setq, setq-default receives pairs of variables and expressions. So
you set
tab-bar-format = tab-bar-format-menu-bar
tab-bar-format-history = tab-bar-format-tabs
...
tab-bar-format-global = nil
I guess you want something like
(setq-default tab-bar-format
'(tab-bar-format-menu-bar
tab-bar-format-history tab-bar-format-tabs
tab-bar-separator tab-bar-format-add-tab
tab-bar-separator tab-bar-format-align-right
tab-bar-format-global))
