That command was renamed to org-switchb in the upstream org-mode repo,
and the documentation was adjusted in
a1dfd4ff20c2a6caeef195fccbdae09a726d5b7a
I don't know if there's going to be another sync from org upstream to
emacs-26, if not something like the following is needed.
