I'm not sure about TLS, I had the impression that Emacs relies on the .dll only. My point was that currently the file emacs-28-deps.zip lacks dependencies. Take for example 3 files from the .zip libpng16-16.dll, libturbojpeg.dll and libxml2-2.dll.
