You mean, mode line, right?  Because:

MODE_LINE_ACTIVE_FACE_ID is for the mode line, not for the header
line.

Does the "*igc*" string have face or mouse-face text properties?  If
not, I don't understand why face_at_string_position calls
merge_face_ref.
