No, we don't, because there's no UCRT on those old versions, and Emacs linked against UCRT will not run on them. MinGW64 tossed support for those old versions of Windows long ago, so any Emacs build done with MinGW64 is likely not to run on those old version, definitely the 64-bit builds.
