It does work in general. However, some manuals, which don't belong to any project in particular, are largely unknown to exist. The two prominent examples I have are for some reason both related to the C language: gnu-c-manual.info and c.info. The latter is not even mentioned in dir-example file that the Texinfo project distributes.
