The latter, that already can be used.  Only one convenience change
could be added to allow symbols in conditions:

  (add-to-list 'display-buffer-alist
               '((*comint* display-buffer-reuse-or-same-window (nil))))

Maybe then allow a list: ((label . '(*shell* *comint*)))
