I don't think it is just for respect: a copyright assignment covers
stuff that a person _intends_ to contribute, not anything we can get
our hands on in some manner.
People might decide for some reason that they don't want to see some
code of theirs in Emacs proper.

I think it would be proper asking all of them, and mentioning that
_if_ all of them are ok with that, only assignments from those who
have not given them previously are required.
