What I wrote was not about ?=F1 itself (which is indeed just an integ= er 241 in Emacs 23), but about the two possibilities to convert it to th= e internal representation when it is inserted into a string (or a buffer, for that matter). One possibility is to convert it to a UTF-= 8 encoding of the Latin-1 character =F1, the other is to convert to the (extended) UTF-8 encoding of a character whose codepoint is 4194289.
