Here's an example, btw:
emacs -Q
M-x set-locale-environment RET he_IL.ISO-8859-8 RET
C-x C-f doc/lispref/tips.texi RET
The encoding-detection guesswork fails even with the current Git
master, let alone Emacs 24.5. Use '(skip-chars-forward "\000-\177")'
to find the mess it produces.
