I was wondering about this:

Do we still support any architectures without NON_BLOCKING_CONNECT?

Microsoft porting targets might lack them (Eli would know). All other current 
porting targets should have them.

The Windows port supports NON_BLOCKING_CONNECT since about a year ago.
See commit d133cf83.
