Didn't Daniel just invest some non-trivial work into having it off on TTYs, so that the blink-cursor timer won't run in vain? But if that's possible without losing anything, I don't mind. It's just one example of what can go wrong with too early reevaluation of defcustoms, and there's nothing wrong with a solution specific to this mode, as long as the general solution is there.
