I don't see why: 32-bit programs (MSYS Bash and Make) can easily
invoke 64-bit programs (MinGW64 GCC and Binutils).

MSYS and MinGW32/MinGW64 are 2 separate parts, and do not depend on
each other.  I was talking only about the MSYS part.
