The new variable checkdoc-package-keywords seems not to affect what
"M-x checkdoc" checks, only "M-x checkdoc-current-buffer" and commands
that call it.  I think this is inconsistency is confusing.  Can we
please extend the effect of that variable so that it covers 'checkdoc'
itself as well?
