The discussions at the time were long, detailed, and raised several loosely-related issues, all of them in the context of what to say in the document we were composing that described the recommended procedures. I don't remember the details, sorry. Once we understood the issues and made the decision, there was no need for me to keep those details in memory. Maybe David or someone else remembers; if not, there's no way around the need to read those discussions.
