Emacs on MS-Windows first looks in the Registry for Emacs-specific settings of colors (this emulates X resources, so the names of the settings are identical to their X counterparts), and if not found, defaults to the system-default colors (whose names can be seen at the end of the buffer produced by list-colors-display).
